Parking clock or written notice with parking starting time has to be under vehicle windscreen visible.
15 minutes of free parking is valid only in city paid parking zone (NB! Not valid in private parkings). Free parking in private parkings is valid where it is separately stated in parking circumstances.

The public paid parking area in the city centre has:
- an unguarded paid parking area in the Old Town which is bordered by Toompuiestee – Kaarli Alley – Freedom Square – Pärnu Road – Viru Square – Mere Alley and Rannamäe Road;
- an unguarded paid parking area in the city centre where the fee is higher (the so-called Downtown (Südalinn) parking area) which is bordered by Freedom Square – Roosikrantsi Street – Pärnu Road – Sakala Street – Kentmanni Street – Liivalaia Street – Pronksi Street – Narva Road and Pärnu Road;
